Motion Blur on PC not working/non-existent

No matter what level the adjustment slider is on, motion blur just doesn't show up in game. 
Suspected it might be a 32 bit/64 bit issue, but not sure what to do to change it. Already attempted re-installing from the game disk, after which nothing changed.
The motion blur used to look great, any advice would be appreciated thanks.
