They have a pretty good refresh speed. You can always pay credits to "upgrade" your cards and the refresh time will go down for them. Another thing you can do is run the trait card of "Bounty Hunter" and this one gives you random chances at power-ups (and the chance increases the more kill streaks you get), and one of the most common power-ups I get with it are "Card Refresh", so I can use my cards, use the "Card Refresh" and get them back instantly.
If DICE reduced the time of all the cards, people would start spamming them and it would not be a fun experience.
