Have you confirmed the file exists locally on your machine?
If you have then you could try running the origin launcher as administrator. Essentially i think it is EAC saying there is no access but not specifying that it is because the file is missing or because of permissions. Do you run your windows profile as a standard or administrative user? I run it as administrator
