I don't have a PC, but I see this on PS4. I really think it's a Bespin problem and not the original poster's fault. I've seen other posts on this, and I see the same issues - it happens mostly inside buildings on Bespin maps, whereas in outside areas it performs better.
This gets annoying, I totally get it @III_JJB_III. The reason I think it's the game's problem and not windows/drivers (or my PS4 for that matter) because the game starts out very smooth, and when you move inside areas it gets way worse. When you move back outside on Bespin, it gets better - it's the maps. It's nearly on all five maps and hinders the experience some for sure.
