High refresh modes are capped to 60hz.
No combination of video or graphics options solve this issue.

I was able to fix the refresh rate, make sure you select Full Screen Mode, then the other settings will open up to you. I hope this helps!
This issue is that the game is only rendering 60 fps regardless of what you set the screen refresh rate to.

If I put it in fullscreen mode the cutscenes break!
I'm submitting a refund today via steam, even though I am well over the 2 hours cutoff.
I'm not going to have a game in my library that I paid for that just doesn't work. My fear is that the refresh rate bug will not be fixed and toted as baked into the engine/game.

@Straatford87 Someone went through the trouble on Reddit of showing just how bad the frame times are even at incredibly low graphics settings and top tier hardware. Could you pass this along to whoever is working this issue?
