While a sub-standard graphics card would likely cause poor to unusable performance WHILE IN GAME, just about any modern GPU is going to be at least be able to start the program up...

As @Mtihlenfield says, you might be able to get the game running anyway, be sure to try the steps mentioned in this post. Have you tried opening/editing the graphics settings from the settings file.
After all this time you still haven't mentioned your actual graphics card, i'm curious as to which one it is.
I think you should be able to find it in the device manager. To do so press the Windows Key and R and pop in the following into the box:devmgmt.msc.
Under Display Adapters there should be more info.
