Steam Controller doesn't work

The game will not recognize my Steam controller. I bought the game via Steam.

The first couple of time I played the game, the controller worked. Once through Steam Link and once on the pc via steam.

Since then, after about 4 hrs of play, I cannot get the game to recognize my controller.

Every time the game loads, it thinks I am using a keyboard and mouse to play.

When I go to the controls section of in game options, I see a picture of an xbox controller but many of the game actions are not mapped. And all of the help text is in keyboard bindings (e.g. 'esc', 'space'

Things I have tried to troubleshoot to play on the pc via Steam:
 - turning off all steam overlay and BPM
 - launching game is fullscreen mode
 - uplugging all other peripherals except the steam controller

 - turning all the overlays on

 - different combinations of overlays on, and forcing steam input (e.g. BPM off, and forcing steam input on, in per game settings)

 - tried deleting the C:\Users\...\AppData\Local\SwGame\Saved\Config\WindowsNoEditor\GameUserSetting.ini

None of the above yielded any different results. 

The game was fun while I could play it. Ideally, I would like to play on steam link with a steam controller.

However, I removed the steam link from the equation to remove a variable.

At this point, I have spent more time trying to get the game to work with my Steam controller than I have playing the game.

The steam controller works in other games as expected. The last games I played with it inclued Dead Cells, Dark SOuls, Sekiro: Shadows Die Twice 

I have steam set to keep the game up to date.
