Targeting Wheel

I am doing the campaign and I am at the part where it tells me to use button 5 to open the targeting wheel and select all targets. Then it says release button 5 to confirm my selection. I do that and nothing happens. I am stuck on the screen and I have to manually close the game. What am I doing wrong?
