Nvidia drivers for 3xxx Series cards have some bad performance issues in VR. My old 2080 Ti (with older drivers from May before Nvidia bugged VR performance in their drivers) performs better than my new 3090 in (Steam-)VR (HP Reverb G2), which is a shame. I can play it halfway decent at 60Hz, although the game will sometimes stutter here and there. 90Hz is unplayable on the 3090 at 100% Supersampling.
Just a little bit ago, Nvidia representative Manuel_G posted on the Nvidia forums that they think they've finally managed to isolate the issue and will try to include a fix in on of the upcoming drivers if everything goes well.
There may be other issues with VR in this game (there may be more), but in general, VR performs badly with any drivers that are compatible with the 3xxx series from Nvidia, which may play a big part with the performance issues when playing Squadrons in VR.
I also wish I could run this game on Origin directly in WMR and eliminate a middle layer instead of having to go through SteamVR, not sure why this isn't possible anymore.
As for the "ghosting", that's could be motion reprojection/motion smoothing kicking in. Try to disable that for the game in SteamVR or wherever and perhaps the ghosting will be gone (although you might see stuttering instead when the framerate falls below your HMD's native refresh rate).
