The ranking criteria is a little weird at the moment. Nobody knows for sure what the criteria is to rank up or rank down.
I have situations where I was the top killer 22/8 with 15000 capital ship damage. I know 15000 is not much, but I play Interceptor not Bomber. I think this is decent considering my contribution in shooting down enemy squadrons. My team won and I was the top in my team. My rank stagnated (ie. 0% increase)
So if placing top and being the top killer in a winning team doesn't deserve a rank increase (at least in this specific case), I guess we can't be certain of anything for sure.
