Why can't I do live chat when I log in

I try to do live chat to get a copy of my EA Personal Data cause my email is bugged but besides that I try to do live chat and there isnt even an option for me to do it when i log in! Then when im logged out I press it and i have no choice but to log in. Someone help!!!
