All Enemy Spawning bugged - first none, then All at once - NG+

I had this bug occur twice in the each of the last 2 sessions. Never before, it's new, I am not aware of recent updates. Playstation5, NG+, Warrior Perk. 

I fight enemies around Riverbed Watch and Hunter's Quarry, running up and down, and then I realise I am all alone. 

No enemies respawn. I run around, leave and come back, several minutes... No animals, patrols, nothing. After I killed them once, no new have arrived when I come back. 

The whole area stays empty, I can walk or ride back and forth the whole river, it's still empty. 

And then, out of the blue, ALL ENEMIES SPAWN AT ONCE, including a legendary Spawn of Oggdo, NOT the free roaming Warrior Perk Oggdo, but the real Legendary Boss fight, including the red bar top of the screen, the 'Legendary ... defeated' note on screen, randomly out in the open. Groups of several patrols Spawn on top of each other, dozens of enemies standing in each other's way...

First time this bug happened, TWO SofO spawned, one outside, one stuck inside a building. There were suddenly 30 Droids, Raiders, Animals around me, all types, just standing there. I saw 20 Enemies standing still at Hunter's Quarry, right on front of the mine entrance, not frozen, but waiting. 

Second time it happened, I got the Red Bar for the SofO bossfight, was in combat mode, and the frog wasn't even close by, it was sitting across the river under Harvest Ridge. After defeating him, the camera refused to leave him, so I couldn't walk away, just in circles around it. 

WTH?
