Broken combat difficulty

Summarize your bug Since creating new story plus the difficultly level doesn’t work. The oncoming damage is always high and the combat itself isn’t challenging. If I change the difficulty it doesn’t fix the issue
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Begin a new game plus campaign and choose a difficulty (knight) and see how the incoming damage works and how challenging the combat is.
What happens when the bug occurs? The game plays as normal but with combat being broken with a lot of damage oncoming and easy fighting challenges.
What do you expect to see? I expect to see a broken and not working combat system
The bug happens every time I open the game and means incoming damage is very high and fighting is too easy
@cec26e7a18a9c514 Do you have the Purity perk assigned? It doesn't take up any slots, so it's easy to miss. It significantly increases both incoming and outgoing damage, and it's only available in a NG+.
