Jo The Cannibal isn't spawning no matter what I do

Summarize your bug Bounties Missing after I go to the spot where they are supposed to spawn & they don't show up on the bounty kill list.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? I went to try to kill Jo The Cannibal & went to the location where he is supposed to be at and he isn't spawned and he isn't dead on my bounty list so its hard to put him as part of the bounty kill list if he isn't spawned at all.
What happens when the bug occurs? Jo The Cannibal isn't spawned at all.
What do you expect to see? I expect to see Jo The Cannibal at the location where he is supposed to be spawned but he isn't.

Everytime i try to go kill Jo The Cannibal he isn't spawned at all and I completed the game & tried to go back to where he is supposed to be at and he isn't there and there isn't any dialog for me to know he is there and he isn't on my bounty kill list which is totally weird. I need help ☹️
