Hey. I had this same issue on Xbox. I saved the game at the Lucrehulk Core meditation point and then I closed the game and re-opened. After doing so, I ran passed the Droideka, passed the normal droid with blaster, killed the Raider hiding behind the big thing in the middle. Now every time I ran right, it wouldn't spawn. If you go left towards the big guy with the hammer and then drop down just right of the door you go in and run that way, I was able to get it to spawn running that path.
Unfortunately, this did not seem to work for me. ☹️ (I'm on PC tho, maybe that changes something)
I'm having the same issue, also on PC and also droid doesn't spawn at all no matter whcich side you aproach him.
I‘m also on PC, and none of the ways helped so I tried something different. I walked to an other mediation point (Generator Underbelly) rested at that one and fast traveled back to the Lucrehulk Core. I defeated every enemy on my way to the droid and then it spwaned.

This is what worked for me. I fast traveled to Gen. Underbelly, rested, then fast traveled back to Lucrehulk Core. After taking down all the enemies on my way to the droid, it spawned. Thanks!
