Not sure if anyone will find this helpful or not but here’s what I found.
I remapped most of the functions to new buttons on my controller(using an XBox Elite Controller, XBox series X). When I tried to use the ascension cable during the tutorial for it, using the button the tutorial indicated (which happened to be my basic attack button), it did not work. It turns out that the ascension cable (as well as other abilities) can share a button ONLY with force pull which I had remapped to my RB. Once I remapped the ascension cable to RB, ie where I had remapped force pull too, it worked normally.
Since there are multiple skills/abilities that can share buttons ONLY with SPECIFIC other skills/abilities, I would suggest looking at what all the default buttons/keys are then try remapping the non-functional skill/ability to the same button/key as the one the default setting shows it paired with.
