Uttlery unplayable

Constant micro freezes on Koboh make playing IMPOSSIBLE. 
This is happening since at least Patch 9 might have happend earlier already took a break between patch 5 and patch 9. And as I recall it didnt Lag like this before. 
AND no its definitely not the hardware. Unless of 32GB DDR5, R7 7800X and a 7900XTX with the game running from a 980 Pro is not enough anymore. 
It seems to a massive issue with texture or object loading. Much much worse than ever before.
