Login failed means the password is likely wrong 

If you cant resolve it, say by a password reset on swtor.com,  call swtor support when the lines are open https://help.ea.com/en/help-extent-content/?platform=null&channelType=Deflection&product=star-wars-the-old-republic&topic=load-game

We fixed it, he is now able to log in and create a character. He turned off uBlock for the SWTOR website, created a new password and that fixed it.
