Cannot Access Cargo Hold

I have a friend that gave me a Cargo Hold Access (Account) unlock. I have a level 31 character and my account is a free-to-play account. I cannot access the cargo hold. I would like to know why.

I tried to contact ea through their support email, they tell me to call, then the representative tells me they don't handle in-game problems. Apparently ea couldn't care less about their free account players, so I'm back.
