It's not just Next Target but the T key in general doesn't work with any options under the Targeting section. I tested it using a moment binding for Jump and it worked fine but anything under targeting that I tried didn't work.
I would submit a bug report here on this:
I have in the past, never any answer or fix, and I am no longer a subscriber so I can't post there now. Was hoping it might get fixed if I tried here, who knows.
