I've experienced the same problem while trying to switch my payment method from the debit card to PayPal: "An error has occurred while trying to process your request. Please, try again later. {0}".
And PayPal says, "Total billed amount 0,00 €"
And PayPal says, "Total billed amount 0,00 €"

SchurfYou will not be able to purchase on swtor or origin due to https://help.ea.com/nz/help/faq/ea-games-unavailable-in-some-countries-or-regions/ changing country in settings doesn't change the ability to purchase.
You could link your Swtor account with steam per https://help.ea.com/en-au/help/star-wars/star-wars-the-old-republic/swtor-on-steam and purchase on steam
