Support see no issue with the account
They can see a lot of bank declines on their end , and it may have tripped the fraud bot , if that is the case it is best not to try and purchase for 24 hrs initially before trying again
apart from trying a different payment method , support suggested if you have steam connected you could try and purchase that way
and if it persists give them a call so they can try help further

That is strange, I did not receive any messages from the bank about them declining the payments. I'll check up on my end to see if there was any issues then and wait a couple days before trying to make a purchase again.
