Morning I know I am late to the party, but out of curiosity you did try making your way through this guide yes?

The additional questions would be , did you remove the 'read only' from your appdata/swtor folder and all its subfolders including to do the same for your 'documents/swtor' (screenshots and combat logs will crash game).
Did you right click your windows desktop and then ensure all the Screen Resolution settings there were your pc's 'Native' settings; to only then do the same for your ATI software (*If you have more then one screen, then screen orientation is very important also), and then ensure that it was the same for your game_settings.cfg file?
Did you ensure to not install AMD's Raptor program while you were installing your ATI drivers? Along with all the other programs mentioned turning off their 'overlays'?
