Just made a new EA account as the email address on my previous EA account (not swtor) no longer exists, still have the same issue tho!
Correct , account linkage is permanent and these accounts can have separate emails and passwords

I might do that at one point, do I need that for the subscription issue? - getting this same error when trying to subscribe?
it will be the cause of the subscription error , the linked EA account is needed for purchasing , if it is disabled then no gametime can be added to that swtor account until the linked EA account is active again
