I ordered the Knights of the Eternal Throne expansion, and received the Kakkran Daggerstar mount as a bonus. However, even at level 65, with all levels of speeder piloting unlocked, it is telling me that I don't have the riding skill to use the mount. Am I missing something?

Did you unlock the speeder riding skill from the legacy window under Y or did you train them from a trainer? The class trainer teaches you speeder riding skills 1, 2 and 3 which you would need to train to use a mount.
The legacy riding skills in the legacy window Y just allow you to learn skills 1, 2 or 3 at an earlier level but not actually allow you to ride. Also skills 4 and 5 only increase the speed past what 3 offers but you must still learn the specific skills from a class trainer.
I would verify at a class trainer you have learned all riding skills.

Actually, Improved Rank 4 and 5 also teach the actual Piloting Rank 4 and 5 as well. Additionally, if you don't have the previous Improved Ranks 1-3, buying Rank 4 will automatically learn Improved Ranks 1-3.
