As per DxDiag you got a Windows build which is supported by the game (played on the same version). If you do not have any update errors or corrupted Windows data you should be ok to go.
Maybe the launcher is wrong.
How old is your SWTOR installation? Is it a new one or old one? Did you install from disc or did you download the launcher from the webside?

@proxos666no idea if the certs are updated, never had an certificate error before. tried the rootsupd.exe but no change so far. no win updates outstanding besides language packs.
@Tonfui've played before with that very same rig and the same OS in early 2016. I didn't have Swtor installed atm so i grabbed the launcher from the website and installed it but couldn't download anything because of the error.

Can you confirm what the last installed windows update was ? it should be KB4284826 as seen at this link
What antivirus are you using , as the launcher is built on the chromium framework anything that affects a web browser can affect the launcher.

i can confirm the monthly roll up KB4284826 is the last one installed.
using Avira antivir, the same as i used when i last played. even tried with av and firewall shut down with no results
