Character transfer failed???

So, I had a free SWTOR Server transfer, just went to use it, everything went through, no issues... over an hour later and the transfer still has not completed, now when I goto my account and try to transfer the character, it says it will cost me 1,000 cartel coins... what gives??? did it just take my free transfer and refuse to transfer my character?!?!?!
