Endless loading screen / black background on the character select menu.

Hello. I have a weird bug or an error of some sort. When i'm starting the game my characters are shown up i can;t see the background of the starship or the planet etc. only the black background. Whe...

You said: Click additional date, time & regional settings. Can't find this option. I'm using Windows 8.1. Is that and icon or something.
