You said you added launcher.exe to your windows security? Add both launcher.exe and swtor.exe to your windows security, specific firewall / anti-virus or exceptions list depending on what it's called. Always good to have both in there if you haven't added both.
Try again and see if it will download. If not go through these steps to see if any work:
1. Download and run the launcher repair utility: http://cdn-patch.swtor.com/patch/LauncherRepairUtilityP1.8.2.exe
2. Make sure when your launching the game it's being ran in administrator mode
3. before you run the launcher, disable bitraider by doing the following:
open the launcher.settings file in notepad and locate the below line and edit to the below
, "PatchingMode": "{ \"swtor\": \"SSN\" }"
, "bitraider_disable": true
SAVE the changes.
Delete the BitRaider, Movie and Asset folders then start the launcher.
If none of this works, please list what your ISP is and where your located. I would also recommend running a tracert and seeing where it stops or errors at. You can do that by opening your command prompt by following these steps depending on your windows version:

Which should test the connection to the patcher and see if it's stopping somewhere.
Currently, I'm running on Windows Defender, Malwarebytes and CCleaner.
I couldn't find swtor.exe file to add to inbound rules for Windows Security.
I had added the whole SWTOR folder into Windows Defender and Malwarebytes exclusion.
Still couldn't work.
This is the ping where it cut off.
Did any of the other options work?
Running the repair utility or disabling bitraider?
What is your ISP and Region you are in?
I ran the same tracert and I'm able to get past the part that your stopping at which is just before it hits BW servers.
I tried running the repair utility, it just install a whole new launcher and bitraider folder (which I deleted afterwards).
My ISP is M1 (MobileOne), one of the telecomms in Singapore.
I'm assuming that there is no region lock by Bioware/EA.
I tried pinging cdn-patch.swtor.com, I could ping it with 0% loss of packets.
Currently, installing from the SWTOR disc I bought in 2011. Hope it works
*Sigh* Tried all methods, including installing from original disc and installing LauncherFix. Still couldn't work.
Managed to ping manifest.swtor.com with VPN, when I off it. Couldn't ping anymore. Not sure if my IP is blocked.
