guild leader gave me full permission but i still cant invite others

in the guild that im in, the group leader gave me full permission to invite/ban and everything but when i check the guild stronghold page the buttons arent lit up and i cant invite anyone to join the guild.

That are two different Settings, to invite People to the Guild you need the Permissions from the Guild Leader,

to invite Ban People to the Guild Stronghold Ship, you need an Golden Key for that.
