Are you not able to delete the quest in your quest log?
No I am not able to, sadly.
Some missions are impossible to abandon, generally main story quests. I'm not sure why this would be one that can't be abandoned but if it is, being a subscriber would not affect that (though, it would give you access to Section X to progress the mission).
