Increased Latency and Packet Loss

I actually using a wired connection. It would seem my ISP is to blame, and that there is no solution. Why? Because when I call my ISP and mention the word 'packet loss' or 'ping' or even 'latency', they don't know what it is, nor accept to point me to someone who does. I will have to change providers when I move out.

Few things to look at, What sort of net connection is this ? cable or DSL etc 

do you have a seperate router and modem or just one ?

are you connected direct to the modem ?

Edit - just wanted to mention that if this is a cable connection the packet loss as seen is usually due to rust being found on an outside cable tap, technician will be needed to replace the cable tap 

It's ADSL. I'm connected directly to the modem my ISP provided. I will show you some stats later when my connection works as perfect as it can. I do not think it's rust. It may be congestion...

So a someone should replace my wiring to the street? Or is it beyond hops 1 and 2?

The rust issue I mentioned is specific to cable modems

Post the modem stats , but the line would need to be fairly bad to show something obvious

Is there a phone line and is there any noise on it, as you mentioned this can be congestion based.

packet loss on dsl is harder to determine, if it is constant as shown in the pingplot then the ISP really needs to investigate

open a command prompt as administrator and type the following

pathping -n 200.63.141.56

press enter , this will take about 50 - 75 seconds to complete , when it does

right mouse click in the command prompt and select mark, drag the cursor from the top left to across all the text until it is all highlighted then press enter

then you can use CTRL V to paste the results here should look like in the spoiler

There is no noise when using the phone.

Pathping:

 Did it a few times, since I thought it failed or something, but it always gave the same result.

EDIT - I think it indeed failed. When trying to reach that address on pingplotter it says it's unreachable. This does not happen when pinging the East Servers though.

What sort of connect speed are you paying for ? or what do you expect speed wise as max there ?

looking at these stats they are terrible, upstream attenuation should be lower then downstream attenuation , it isnt

also looking at the downstream attenuation of 16.2 dB on ADSL2+ connect speed should be up nearer max 25Mbps yet it is only 3.552Mbps

Do a line isolation by unplugging everything out of the line except the modem and see if the stats improve significantly

unless your country do something funky with DSL you have a line fault or fautly filters

Did another pingplotter early. I used to get 30 ms on the first hops this early in the morning. Now it's jumping all the time from 30 to 70ms. Did not use to do this like days ago. Something is indeed happening.

Give those modem stats to your ISP and ask them if a 3.5MB connection speed is all you should have on ADSL2+ (do you know what you should have normally ? )

unfortunately you will need to get this issue sorted with your ISP, something certainly doesn't look right

Yes, actually that profile is correct. Atleast it is what my ISP sells. They offered a 'pack' which goes from 1.5 to 3.5.
