Increased Latency and Packet Loss

    if wireless connect wired and see if that 1.7% packetloss still exists

    I would be concerned about the packet loss across your link as it is across all hops, I would be having a talk to your ISP about that.

    packetloss is only an issue if it progresses past that hop and continues, loss at a router is different to loss across a router

Thought that may have been the case, it is also possible the upstream is being padded hence the higher dB

1.5 - 3.5 wow is speed planned to be improved in Spain? here in Australia our minimum speed plans now start around 12 and go to 100 now

apart from trying to ensure the upstream isnt being flooded , your ISP will hold the answers i'm afraid

Did a test with just the modem connected, stats remained the same. Tried resetting it to defaults and the Download SNR went from 8.3 to 9.6 - still terrible I'm sure.

I live in Argentina. Here we are way behind you guys. Odds are I won't be able to push them to do something about it; where I live it's the only ISP for now so, yeah, no competition. They don't even try.

Did one last pingplotter and the route looks almost as it used to when my connection wasn't this * up.

    @Szopen55

    9dB is a normal target for SNR so likely is what they use as well

    apart from flagging with the ISP , all you can do is gather data , on whether this gets worse only certain times of the day (congestion)

    but if you find a router reset brings the connection back to normal (at least for a little while) and then gets bad again, then it is likely something on the connection.

    Try and monitor your upload though if you can, if this is flooded it is possible to give similar behavior, resetting the router breaks the connection for a bit and then goes bad can also be something resuming the upload flood.

    Malware/Virus is good for this 

    sorry cant help narrow this further, too many variables remotely without access to proper monitoring data from the ISP
