No, you cannot get to 65 with purchased addons.
You can only get to level 60 that way, and it will cost you $40 ($20 for Rise of the Hutt Cartel, and $20 for Shadows of Revan).
Then to get to 65 you have to purchase game time for at least a single month (at $15), but that would give you access to all game content, which you keep if you unsub later. This would include the two addons you can buy for money.
You cannot buy Knights of the Fallen Empire for money. Your best bet is to get yourself a month of gametime, you'll be able to get to level 65, you'll get 500 Cartel Coins, and you'll get to try out the game without any f2p restrictions in place.
So, addons to get you to level 60 only, $40.
Getting to level 65, sub for one month, $15, get all addons, level 65, 500 Cartel Coins.
The math is pretty easy, so you want to spend $40 and not get where you want to, or would you be willing to spend $15 one time to get everything you want plus some extra?
