Okay, so it looked like a BIOS update or two did sneak by me, but I've brought that up to date now. I've also started a fresh install of the game so it'll be a few moments before I can see if that worked or not.
Also, the capture card software did crash a few times earlier today. When I was rolling the graphics drivers forward and back I had forgotten to close the software, crashing it. I don't think it's related to the issue. I've also tried a few times without the capture card plugged in to see if that was part of the issue, and no luck.
Update: After a fresh reinstall and the BIOS update, I am still going down to 20-25 FPS in Warzones (The only way that I can quickly test it without getting a group together.)

20 -25 fps is a common complaint with swtor in warzones though

Understood. On Tuesday my group meets to raid, so I'll know more then as to if it's better in group content.
It's just confusing as I've seen some people's streams/videos and it's as smooth as silk. I guess not so much in pvp, but certainly raids. I feel as though my pc should be up to spec to run an eight year old game. I understand why, just frustrating, I guess.
Either way, thanks so much for your help, proxos666.
