Sounds like there may be a corrupt file. What I would do is to first create a backup copy of the "launcher.settings" file that can be found in the folder where you have SWTOR installed.
Download the Launcher Repair Utility into your SWTOR installation folder from this link here and run the repair utility.
Once this is done, do NOT open the launcher, first restore your "launcher.settings" file by copying your backup copy back into the SWTOR folder.
Now you can start the launcher and login.If what belgorad detailed doesnt help, can you be more specific on what it is downloading
The patching is governed by the manifest downloaded, I have seen some areas like Israel use a proxy cache and for about a week after a new patch it still downloads the old manifest until their cache updates.
