My SWTOR won't install the game or new patches. What do I do?

So ive had SWTOR since it first came out and ive played it off and on since then. I had downloaded it onto my laptop several months ago and it worked fine. I stopped playing for a while and wanted to play the other day but the patch would never download. It would hit 100% but the play button would not light up and allow me to launch the game. So i tried re installing it and the same problem except it stays at 0% and wont launch the game though it says it can so long as i play in the starting areas. What is wrong and how do i fix it?
