Have you done a client repair per this guide link and lowered all gfx settings to low and then try the cinematic ?
I attempted both just now but it still does not work. Once I click the holocommunicator, I get an icon saying I'm "engaged in holocommunication", but the cut scene does not occur. Is there by chance a way to abandon the quest?
What sort of video card are you using ? intel ?
you can reset the quest and also outside of an instance area right mouse click on your character portrait and select reset all active phases

I have also reset both the quest and local phases and it makes no difference ☹️
