Try waiting a full 24 hours in the first instance
one reason provided historically is quoted below
"If you are receiving an error code 9 or error code 10, please be advised that this service may be unavailable for your account for a limited amount of time. The reasoning for this can vary depending on the nature of the transaction, however we would recommend that you attempt your purchase at a later time"
