Agreed. I never pvp at max level, people are always so unpleasant if you don't have all the pvp gear.
You can put in the suggestion box about it since it was intentionally done, however I believe it's already in there.
It has been complainted about already multiple time on the forums, social media as well as in other feedback methods. It's really bad, but it will only change if Bioware decides so. I think it was mentioned they're looking into a possible change, but don't take this as an confirmation.
