@Gnat27ruTo my knowledge, the only way to get collection items is through in-game as loot from Operations or Flashpoints (you need to be subscribed to take part on the first), through special events, through cartel market purchases, and through the GTN buying from another user using in-game credits.

To get them without a purchase (I assume you mean real money), your options may be the Flashpoints, special events, and the GTN

EDIT: you can get Cartel points leveling up your legacy and by monthly rewards that you get if you set your 2FA and/or if you have an active subscription, which takes longer but it still works and just requires time and patience
