several thoughts
tried a different web browser just in case
if the EA/origin account is linked ? that email takes precedence, and to try a different email that email will need to be changed.
Give them a call if in a position to do easily and they can likely sort this quickly, can try submitting an ingame ticket but they may just respond with to give them a call.
I have tried switching the emails and re-sending, and that hasn't worked. I cant submit an in game ticket, I guess because I'm not a subscriber. And I cant call until morning because the lines are closed. I doubt I can even call them though, because it says you have to be a subscriber to call, so I have no idea what I'm going to do. I cant verify my email for my character reaching level 20 either, I have the same problem there.
All account issues are by phone regardless if a subscriber or not, hope it is sorted for you quickly.

Using skype with that contact is a free call to the best of my knowledge, that number is only available as per the hours listed (Support available from 9.00 CT - 21.00 CT) so need to confirm time zone etc
did you try the verification in-game with the pop up or over the website?
i heard the ingame one is not very reliable, so may be worth a shot to try it over the website, if you havent already.
and as owen said, they should help you over the phone, even if you are not a sub 🙂
