The issue appears to be between the crossover between gtt and level 3 , that sort of packet loss will be noticed and it should be a matter of time before it clears up.
There is a chance it is originating between your ISP and GTT however if that was the case ordinarily hop 5 should also reflect the same packet loss.
A VPN like wtfast or battleping may help as a temp workaround.
wtfast have a 14 day trial by memory so that maybe enough time for this to resolve
