I had the same when I was moving Server, the issue is that the legacy name won't transfer with the char.
Upon creating a new Legacy name I can only assume, that the legacy name was taken already therefore locked.
The legacy progression like level and perks earned prior to transfer is preserved and is continuous, once a new name has been created.

Actually, legacy names are not unique; multiple players can have the same legacy name so that's not the problem.
Like you assume, @Ela_fett, it has to do with the name being banned. They don't touch existing names (unless they get reported) but they don't allow you to create a new name. And since you can't transfer your legacy name but have to pick a name again, you have no choice but to pick a different legacy name for this server name.
Also, keep in mind that slight changes like "Ángel" or "Engel" may count as rules evasion that can get you banned so you have to pick an entirely different name now, unfortunately.
