Well That's not the thing I meant but when I am in-game and play On korriban The Full Game Download bar Up top Is just staying at 0.00 All the time and Idk If its a bug on my account or anything but If I can unbug It then It would be really helpful right now

This would be the same thing.  You are using the streaming launcher which is the default launcher that is downloaded and installed.  The guide provided above has steps to do to fix issues where the download is at 0% or 100% either on the launcher or in-game.

I would try those steps as well as adding swtor.exe and launcher.exe to your anti-virus firewall / safe list in case they are blocking the download. 

Another option switch to the non-streaming launcher as per the here.

i guess you can switch patch methods per this guide , just be mindful its an initial game install again
