I do not see anything wrong that test looks fine
There is nothing wrong with these tracert results, the cause of what ever is occurring is not going to be gained by doing more tracert test like these.
ICMP is low priority to a router and to be frank the results posted look pretty good.
How often is the below occurring , is it every login at present ?

the 15000 timing is a desync timer, it is not a real ping time
@proxos666 First to answer your question, yes, it was happening everytime I was logged in. It was happening on multiple servers, different planets. So I tried everything that I could think of. Then I looked into the old forums for SWTOR and found a check list of things to do. Went through them one by one, problems were still happening. Now either it's a coincidence or after I did one step, it seems that the problem is no more. At least for now. I went ahead and tried some things that were mentioned. I deleted the bitraider folder, did the scan/repair. Deleted the file you told me to do.
So here's what I did that either fixed it, or coincidentally was done when the problem fixed itself. I did a Winsock reset in the command prompt. Restarted my computer and everything seems to be running normal again. Not sure what happened or what fixed it. But after a few days of this problem happening every other ten minutes, I'm glad I've finally been able to play with no interruption.

Winsock reset is handy on occasion, especially if no network issue is apparent, its also one of the least things tried.

Edit - if anyone wants to try a winsock reset in case it helps with similar issue
if you open a command prompt as administrator ( windows key type cmd , then right mouse click and select run as administrator )
Then type
netsh winsock reset
Press Enter, wait for it complete and then reboot the computer
