The dollar charge is just an authorization and will fall off in a few days automatically and be credited back.
As far as the failed payment for the full 60 days I would first call your bank to see if they can tell you why. If not then the next step would be to call customer service and have them look into it. Their contact info and hours of operation are found here.
Another option would be to go to like Amazon that sells 60 day time cards and purchase it there and redeem the code on your account.
