So I have an issue with my SWTOR account where I can't pay for a Subscription (it's not my bank because I can BUY Cartel Coins).

Are you logging into swtor.com or your origin account to renew or purchase a subscription? Normally it should be done via swtor.com directly. If you are using swtor.com then is there a specific error message you are receiving?
I'm logging into swtor.com to purchase. The error message was something like; "An error occurred while taking payment, please try again"
Unfortunately for that error it can be several things, payment issue, account, card, bank, etc. In order to get specific details on to the issue you would need to call Customer Service.
