swtor error 310

About a month ago I went to start up SWTOR and it tried to download a patch, left it running and it was stuck on 100%, Ive restarted my laptop, flushed the bitraider, changed to a non-streaming serve...

The patch data cdn-patch.swtor.com is being stalled.  Did you add both swtor.exe and launcher.exe to your Firewall as well as your AV?

yep added it to the firewall and still nothing
