take the system to a clean boot see if it persists , don't forget to return back to normal boot.

Ensure launcher.exe is in the exception lists for the antivirus , which do you use ?
ensure the game shortcut is running as administrator
the launcher uses the chromium framework and uses javascript much like a web browser and can be affected by AV settings related to web browsing
Check the AV and Firewall first if that fails try using the repair utility here
I use AVG AntiVirus and launcher.exe is in the exception , I also trying to run as administartor but this alson not work.
Not aware of any major issues with AVG , see if the repair utility has any affect on this
I can't press the repair utility , i download half of the game . After about some hours launcher starts to work but it didnt download the 2 half of the game
Initially right mouse click on the game shortcut and select open file location , delete the bitraider folder and start the launcher
